Instrumentation and Reliability Supervisor
Description

The I&E Reliability Supervisor is responsible for maximizing unit availability and minimizing fixed costs associated with instrumentation and electrical repairs. This position emphasizes both preventive and corrective maintenance techniques to ensure the reliability of site equipment, including transformers, MCCs, substation components, PLCs, valves, and analyzers. Reporting to the Maintenance and Reliability Manager, this role will manage reliability initiatives, implement preventive maintenance procedures, and lead failure analysis investigations to support plant operations and maintenance. This role includes direct supervision of one I&E Reliability Specialist.

Responsibilities

Reliability Strategy Development:

o    Develop and execute reliability plans for I&E infrastructure, focusing on enhancing unit availability and safety compliance.

o    Identify and mitigate recurring failures, providing troubleshooting support and quality oversight for repairs and installations.

·         Preventive Maintenance Implementation:

o    Lead preventive maintenance culture, implementing SIS/SIL and compliance-based PM procedures in SAP.

o    Collaborate with maintenance and operations teams to establish preventive maintenance programs aligned with site reliability goals.

·         Technical Expertise and Team Leadership:

o    Provide technical guidance on E&I Components, ensuring robust design and maintainability of equipment.

o    Mentor and develop the I&E Reliability Specialist, conducting regular performance evaluations and coordinating team workloads.

o    Drive team productivity by sharing best practices across Oligomers sites and with relevant organizational teams.

·         Vendor and Project Support:

o    Support plant modifications and minor projects, ensuring adherence to E&I specifications, and safety standards.

o    Oversee field construction and commissioning of E&I components, ensuring compliance with technical requirements.

·         Documentation and Standards:

o    Maintain and update engineering standards, specifications, and safety documentation.

o    Serve as the technical SME for the Distributed Control System (DCS), PLCs, and related E&I components.

Qualifications

Education and Experience:

o    BS in Electrical Engineering and at least 10 years of experience in maintenance or reliability engineering with a focus on electrical and instrumentation systems within a chemical plant setting.

o    Prior supervisory experience preferred.

·         Technical Skills:

o    Strong proficiency in process analyzers, instrumentation, DCS, and PLC programming, with familiarity in high- and medium-voltage systems.

o    Knowledge of industry standards, NEC, ANSI/IEEE codes, and engineering documentation including P&IDs, one-line diagrams, and loop diagrams.

o    Experience with project management practices related to cost control, scheduling, and SKM model applications.

·         Behavioral Skills:

o    Demonstrated safety focus, effective communication skills, and strong analytical abilities.

o    Proven leadership with a bias for action, problem-solving, and team-building capabilities.

o    Ability to acquire a TWIC card.

Accountabilities:

·         Safety and Compliance: Ensure SHE compliance in project execution, field construction, and shop operations.

·         Reliability & Availability: Promote plant reliability by leading RCFA investigations, establishing spare parts plans, and supporting turnaround projects.

·         Technical Subject Matter Expertise: Act as the SIS/SIL Engineering Authority, providing technical support and troubleshooting guidance for maintenance and operations.
